Manila and its harbour offer many opportunities for the informal sector (drying and selling of fish, loading jobs, small shops and restaurants).

This in turn attracts many landless people who settle along the sea and around some docks. The families are extremely poor, and the need for very small loans offered by the program is a door for these people to receive training from the NGO.

Around 2'500 loans are made every year.
